Every time I upload a serverpack to curseforge, it gets rejected. even if they are the same as other modpack authors that have serverpacks. If you see the image, this is what I have in the file, and it is the similer to some modpack serverfile. So, I do know what I am doing wrong.
I will delete the duplicate and try again. No the only reason why the manifest is there is because I upload the serverpack and it said "Missing "manifest.json" file." However I added in and it still rejected it
I see you issue now! So your not uploading the server to curse forge properly, you have to actually select the file for the client matching the server version you want. Click upload additional files, and then upload your zip there. You'll need to remove the manifest here before uploading as I believe it might complain. "You'll probably want to select upload as a server pack so that it can be downloaded from the curse forge app."

You'll need to remove the following files,
- start.bat
- start - Copy.bat
- start.sh
- user_jvm_args.txt
Curse Forge does not allow bat files in the server upload, jar files, and I am assuming the same for .sh files.

Then how do modpacks like Better Minecraft have them in their serverpacks?

Hmm, you have a duplicate of the bat file try removing that. Also are you using the manifest instead of the actual mod files in this case?
