A lot of people say to use Dropbox or Copy ,but copy.com is shuting down soon and dropbox keeps suspending or banning them to where i have to delete the account and make a new one almost every week. Ive looked around and all ive found is dropbox or websites that dont have a download link or ones i cant figure out how to use them.
Weebly and Wix do, but most browsers block the download file, saying it is malicious. Just use either Mediafire or Dropbox. If you are making a modpack for a modpack-launcher, like the Technic Launcher, then use Dropbox.

Mediafire (will definatly work )or just make a wix or weebly site I think they have built in file hosts

My personal recommendation is setting up your own, however this requires having the hardware and technical know-how to do so.
