To summon a Wither, you must first obtain 3 Wither Skeleton Skulls and 4 Soul Sand Blocks . You can get these components in the Nether dimension.
Body fabrication
Start by placing 2 Soul Sand Blocks on top of each other.
Adding arms
On the second block of soul sand, place another block of soul sand on each side to make the arms.
Add the heads of the Wither
Place two of the Wither Skeleton skulls on each end above the body
Summon the Wither
For this last step, place the last skull between the other two heads and the Wither will appear! Be ready for battle!
