From what I can tell you need to create a custom profile with the version of forge you want then add mods from there. I'm not sure how curse points to which version of forge it should be using for each pack. This is unless you own a modpack, then you can change the manifest.

Currently going with a new profile each time to install forge, but using the original and manually selecting the forge version when the vanilla launcher pops up
I tested messing with the instance.json file for a custom pack but I couldn't get it to update. Maybe a curse dev can tell us how the launcher points to a certain version of forge when loading a pack?

I figured it out, select the modpack, so you can see all the mods, click the three dots then change the modloader version, sorry this is so late.
