Does CurseForge still distribute reward points? I have a texture pack that continues to be downloaded every day, but I have yet to earn any reward points at all. Is there some threshold I have to reach to be eligible for reward points?
Yes, there is a threshold due to the fact that the points are from a finite monthly allocation pool. As of this writing, you have 149 downloads in 24 days.
