I'm not sure I understand this correctly: If a third party mod is in the override folder and it isn't on the list of public mods, will the pack always be rejected? Or do I need to state this explicitly in the Credits? Or can't I even play with these mods? That would suck, because I already have a pre-created world for the pack...
If a mod is not on the chart, you can submit the mod to cfmoderation@curse.com to be reviewed for inclusion on the third party mods sheet. Until its on the sheet, however, it will not be allowed in a pack as an override.
If you are making a modpack for yourself, you can add any mod you want. They can't say you can't play with a mod. Just you can't include in your public pack.

How long will it take them to get back to me? I haven't received an Email saying that they received it.
If a mod isn't on the list, its normally for a reason. Unless its a brand new mod. Some mod devs decide to keep their mod off of big marketplaces for one reason or another. Sometimes they ease up over time though and change their license agreements. There is yet hope for any locked down mod!
