Title says it all. I've been working on this issue for about an hour now. I have Java installed correcting, Also was able to install Forge correctly with Java and run it through the Minecraft Launcher, However every single mod i try to download doesn't download as a Java file only WinRAR files. ANd before you ask yes i have been able to before Use the Open with option button and been able to use Java SE to open that downloaded file to get Forge installed. However since then every single time I try to download a mod I no longer have that option anymore and all the downloads are WinRAR files. And i no longer have the option to Open With Java SE.
Wait, are you sure the mod files are .rar files or they have only the WinRar logo? If you have checked the jar files too on the WinRar installation process, it will use it to open that type of files and the winrar logo will be represented on all the integrated files. Open WinRar, go to Options, Configuration and then Integration on the extreme right, uncheck Jar. Either, if it's really a .rar file extension, open it and check if there is a .jar file in, if yes try to extract the files whit WinRar...but from default on curse forge the mods are published as .jar file.

Right Click, Open With, Java, tick the always use it and click acept
