In trying to create my own modpack to play with friends and possibly expand into a larger base later, my file was rejected due to having TGregworks version 1.0.17. I submitted a 3rd party approval request yesterday, however i noticed that there is a popular pack on the launcher right now that has this exact mod in it and i'm wondering how mine can be rejected and theirs be okay? The modpack i'm referencing is GT New Horizons
No - we do not allow individual permissions, as that would be impossible for us to track. The mod must have a license which allows for redistribution, or a public statement specifically allowing redistribution which we can link to, which TGregworks does not. From the license file:
You are not allowed to:
Copy any part of the source code and use it for redistribution, publication or any means of public distribution.
Redistribute the original source code or its binary form without the licencor’s permission.
Redistribute your modified changes or derivative work either its binary form or in source code form without the licencor’s permission.
And, later in the same license:
###5. Distribution and Redistribution
The user is not allowed to distribute the Program partially, in totality, or included in a distribution without explicit permissions from the owner. In addition, no modifications or derivative works of this program is allowed to be distributed without the owner’s permission.
If distribution permission is granted by the owner: When distributing the Program in any form, the user must provide attribution to the original author which includes the original author’s name as well as a redirect URL to the original website as designated by the owner.
Modified version of binaries and sources, as well as files containing sections copied from the Program, must be distributed under the terms of the present license. The source code of the modified version of the Program must be provided publically and entirely at no costs.

That's because it's a FTB Third Party Pack. FTB has its own permissions system, which they are solely responsible for.
