    i have to upset you there is probably no program that doesn't require coding skills that is good option for mod making, only program that i know that enables you to mod is mcreator but the code of the progrem is not optymalized well and you are really limited in things you can add

    For the utility mobs we will add Moleminers and mothowls.
    Mole minerswill mine (chaoticly) ores for you. Mothowl will be the item tranfer for the mod.
    We are also planning to add mob for fluid transfer and Ogres which will create semi-society making different tasks.

     There will be four bosses in this mod related to four elements, i have to dissapoint you a little bit, bosses are already planned (not includeing the water boss he may be a Kraken or something like Loch Ness monster), we plan to be compatible with biomes o plenty and traverse, not only with animal spawns but also with insects and entomology.
    Just like you i would love to have more ocean life in minecraft, so its really posibble to add nearly every water mob you suggested.
    Pigmen wont get villages, you have belloved by me netherex mod for 1.12, but we maybe will add ender villages.
    The mob list that i posted on start, is not up to date, i have no mob list to make, we will probably add as many mobs as we can.
