It can take between couple of minutes up to 24 hours. It depends on the work-load, whoever is online right now, and on the stuff that is in your modpack. (If you have third-party mods that aren't on the list it takes longer)
“This License” refers to version 3 of the GNU General Public License.
Mods must be open use, MIT/GPL style. No conditions beyond credit. Does not have to be open source. But no "you can use it IF xyz, and abc, and etc" Mods must allow pack creators to earn rewards.
So I would say, it is looking good for you ;). But it takes longer to approve it!
Yes I guess you've to fiddle with config files for a custom dimension. The mod is very very poorly documented, so it's hard to exactly know what to do without source.
Not specifically just worlds, but MystCraft, RFTools are ones which can create custom dimensions.
ForgeEssentials can also create MultiVerse like dimensions.
