Don't use a cracked launcher they often are full of viruses and could be the reason why the mod isn't working properly. In general I can only help if the launcher generates any form of log or log file which normally is located in %appdata%/Roaming/.minecraft/logs/latest.log.
Big news! There is a recommended forge version for 1.14 now! I hadn't time to test it by now, this will be my work of the weekend but if they finally changed the method names to something better understandable I can start to port the mod to the newer versions!
Well normally if the creator is contactable the mod should be ok and if you're only playing with friends you can simply give them the mod using USB or similar, but again only when you can ensure it isn't packed with viruses or such things. If you're making a public server the only way should be what you described: asking the mod owner to upload it here if possible.
This mod is currently in 1.12.2. My Problem with that is sooner or later forge will stop support for 1.12. but many textures of the mod are based on vanilla textures, which changed with the texture update, so this will take a lot of time to transfer the textures. I want to hear your opinion on that topic as I'm creating content for you out there. If you want to add reasons for your choice post them below.

It depends from where you got the mod, but to your other question you could upload a version but you shouldn't as 1. The original author if he had put it here knows why he took it down and 2. It's not your work and some people earn a bit of extra money here (not much though). Generally speaking don't upload things you don't own.

When starting the game with the logger open: Could you check if there are any (texture) error messages as these might point to what is missing
