     There is one thing you can also do which i just found out. You can change the path which the mods are installed. Through your settings. Firstly, open your settings. After that, press the Minecraft Icon and you will see that in the top there is the path and a button that says "Change". Press that and type C:\Users\Public. Then, create a folder (by pressing Ctrl+Shift+N) and name it "minecraft mods" for example. Finally, click select folder and everything must be ok after you've done this. In the "Public" folder are all the shared files between the accounts so everyone will have access to them. I have tried to put them in my own directory BUT IT DOESN'T WORK!!! DO ONLY THE STEPS ABOVE!!!
