We have found ways even with the changes to keep working without changing our plan of growth. There are always ways around it, you just have to be "very" inventive.
I can tell you me and a buddy have been playing this exclusively because it is so hard. That being said it changing constantly and calling it non beta is a little stressful when you try to make something and then hit changes. We have successfully gotten to making Draconium items and are going to start over and document (Stream make videos) of how to get through this pack the most efficient way. I heard that there were some concerns about no one wanting ot stream this. Never fear we will make some good walkthroughs to make this pack more fun and interesting.
1) Rent a server from Creeperhost or other like server hosts. These vary in price depending on the resources you need
2) Spin up a VM or other machine with linux or windows and host your server there. You can do this on your local PC with tools such as Virtual PC or Virtual Box, if you have the resources available on your current PC.
Will this be for a public, private, or testing server?

Then it should be rather cheap depending on the size of the pack you are trying to run.
Be careful when buying make sure the host can run the pack you want before committing to the host.
