Why? That's the worst part about most HQM packs! You've added tedium to quest completion for no benefit to the user. I've got a random box, another random box, and a third random box. There's no meaningful choice there, you're gambling on which gamble your luck will be luckiest on.
Loot chests (and reward bags from HQM) aren't bad rewards, but there should never be a choice between more than one. A choice between a reward bag and static rewards is great, just not manually picking a meaningless random choice.
