Yes, they are intended to be off. Even if I did decide to enable them again they would be nerfed into the ground lol :P

I wouldn't nerf them directly... How about making them extremely difficult to obtain? Or maybe making the materials needed, a reward from the very end of the quest chain?
As it stands right now, you can make Signalum before even going to the nether, which is a little absurd.
Thermal Foundation/Ender IO support is disabled in the ExtraTiC config. Now I can certainly see why you might do this, but I'm letting you know just in case... I know a lot of people like their fancy OP tools. :P

The tools/weapons you would be able to make with those alloys would disagree.
The crossbow I'm currently using, made with Signalum, and some enderium bolts does upwards of 100 hearts of damage. :x
If you were to enable these materials in the config, there would definitely need to be some adjustments made.
I was simply suggesting instead of nerfing the stats outright, you could make obtaining them a long term goal. :)
